Launching a ‘Rail School of Excellence’ Training Facility at Highpoint Prison

Mosdorfer Rail is proud to have played a pivotal role in a pioneering rehabilitation initiative at HMP Highpoint Prison by supplying our advanced Tensorex C+ automatic tensioning system. This landmark project, led by Keltbray Infrastructure Services Limited (KISL), represents a major step forward in both offender rehabilitation and addressing critical skills shortages in the UK rail industry.

The initiative has culminated in the creation of a state-of-the-art Overhead Line Training Facility, part of the newly established Rail School of Excellence located within HMP Highpoint. Through a unique partnership involving KISL, City & Guilds, Intertrain, and the support of key suppliers such as Mosdorfer Rail, the facility is the first of its kind in the UK prison system.

With the aim of equipping offenders with industry-recognised technical qualifications, the facility enables prisoners to achieve their OLEC 2 accreditation, significantly enhancing their employability upon release and reducing rates of re-offending. As part of this effort, Mosdorfer Rail’s Tensorex C+ was selected for its proven reliability and industry-leading performance in overhead line systems.

Our contribution ensures that the training environment not only reflects real-world conditions but also introduces trainees to the latest innovations and equipment currently in use across the UK rail network.

Although based at Highpoint, this facility will serve as a national hub, with prisoners from across the country being transferred to participate in the programme. Upon completion, they return to their home regions ready to transition into employment, supported by guaranteed job opportunities through Skills Bootcamp funding.

The facility, described as “one of the best—if not the best—training spans in the country”, sets a new benchmark for vocational training in secure environments. Mosdorfer Rail is honoured to have contributed to this standard through our Tensorex C+ solution, which offers dynamic tensioning to support safe and effective OLE operations in varying environmental conditions.
